Rogue Recondites
Though they are called rogue recondites, not all rogue recondites are actually recondites. “Recondite” just happens to be the word most people use to refer to magic users, seeing as psi magic is the most prevalent magic in the star cluster. Rogue recondites thus include:
Divine clerics, vindicators, and zhifu don’t normally get grouped in with rogue recondites, because the first two use divine magic, and the latter isn’t really known outside uisi society.
What makes a magic user a rogue recondite is their unwillingness to be registered with the Psionic Education and Regulation League (PERL) and their disdain for any kind of constraint on their use of magic. Rogue recondites also thirst to increase their magical prowess, pushing the boundaries of what’s possible or acceptable. A few magic users go rogue because the alternative would be imprisonment or death, but most go rogue to live free from the oppression of PERL and other regulatory authorities.

Rogue recondites most often work alone, hiding in plain sight, practicing their magic in secret as not to get caught. It’s common for singular rogue recondites to live on the fringes of societies as hermits or the local eccentric neighbour. These kinds of rogue recondites only engage in combat when absolutely necessary, but their retribution is swift and merciless. They do not tolerate any hostility, and will absolutely respond with deadly force.
Every so often, groups of rogue recondites will gather together to form a coven, where they can pool their magical resources together to achieve something greater than what they could feasibly accomplish alone. Covens can have as little as two rogue recondites in them, though they are always at greater risk of being found out, regardless of the coven’s size. Rogue recondites who belong to a coven take more risks and are much more willing to engage in hostilities, confident that their coven mates will back them up, if need be. Rogue recondites also frequently belong to other groups of outlaws, acting as the resident magic user.
Rogue recondites are more than willing to harm or sacrifice their allies if it means winning the fight or getting out alive. They do what they can to avoid putting their allies in danger, but they will betray just about anyone if they see the tides turning against them.
Rogue recondites fight until they’re unstable, at which point they will attempt to flee. If cornered, they will fight to the death rather than be captured and brought to the Psionic Education and Regulation League for registration.
Species
Roll a location’s population distribution table to determine each rogue recondite’s species. You can also roll the following table to determine each rogue recondite’s species. Re-roll if you get a species which isn’t available in the current era. Roll the hybrid status roll table and re-roll the following table, as necessary for each parental species. Roll the sycophant status roll table if in the Third Era or later.
